Finance as an integral part of net zero planning: Demonstrator cohort insights check-in

Insights check-ins with the Demonstrators cohort from the January to March 2024 period highlighted priority areas in net zero planning, finance, business models, and creating sustainable project plans.
Given the complexity and scale of the Demonstrator projects, it was identified that a collective Demonstrator insights check-in would be useful to the cohort.
As such, the cohort delved into the issues around how to effectively engage finance within net zero planning, a critical aspect of ensuring the success and longevity of these projects.
Within net zero planning, there were challenges in clarifying project roles and responsibilities, delays in defining project scopes, and internal governance structures within local authorities that hinder recruitment.
Time pressures associated with project set-up and delivery highlighted the importance of efficient coordination with funders, internal teams, and external partners. Regular check-ins with delivery partners and smart procurement methods can be utilised to effectively address emerging barriers and streamline project set up and delivery.
When it comes to finance, there are challenges around ensuring projects are viable and sustainable in the long-term, exposing a need for alternative finance models that extend beyond the funded period.
In order to attract investors for large-scale investment opportunities, building an investment case as a cohort or by thematic area was suggested as a potential strategy.

If the investment case is stronger as a cohort, we need support in facilitating it.”

However, engaging with investors and securing investments takes time and expertise, which highlights the importance of bringing finance into net zero planning, streamlining investor engagement and upskilling internal finance teams within local authorities.
Overall, the insight check-in served as a valuable platform for the Future Ready Demonstrator cohort to come together, share experiences, and address the challenges and barriers that are associated with net zero planning and finance within Demonstrator projects.
Regular support from the Technical Assistance Partners for the Demonstrator cohort is essential for addressing the complexity and scale of their projects.
